@katy_boss Publishers who want LOC #s are required to submit physical copies to the Library of Congress. This certainly cover all, but it covers a large proportion, particularly the professionally published books.

That is good for books, but in regard to news media content, and particularly born-digital material, it is meaningless bc most of these materials don’t get LOC #s. We’re losing so much news content because we have no mandate for preservation copies in our national libraries
